WHAT IS THE NORTH QUARTER CIA?

The North Quarter CIA (Corridor Improvement Authority) is located in Grand Rapids, MI. It is a city board of volunteers that have been appointed by the mayor. Together they work to revitalize the commercial and mixed-use business corridors within the CIA boundaries. They do this by:

  • making permanent, one-time improvements in their district

  • hosting marketing and promotional activities

  • providing a forum for discussions on investment and development projects.

The North Quarter CIA includes the Cheshire and Creston business districts along with a portion of North Monroe. See the highlighted yellow portion of the map below for an interactive map showing the North Quarter CIA map boundaries.

  • Are you having trouble getting a liquor license through the normal avenues? If your business is located within the North Quarter CIA boundaries, try applying through the North Quarter Corridor Improvement Authority. Licenses may be issued to qualified businesses in development districts.

North Quarter CIA Grants

  • Provides incentive and financial assistance for facade enhancements of commercial buildings in the North Quarter Corridor Improvement Authority (NQCIA).

  • ● Projects must be located within the NQCIA boundary

    ● The project must be completed, and the property or facility must house or support an active commercial business or be undergoing new construction or renovation for the commencement of business operations within 30 days from the date of application approval

    ● Applications by businesses leasing space must include a letter on the property owner’s letterhead, stating approval, and any conditions for approval for the project

    ● Projects for which an applicant is seeking reimbursement must not have completed construction within 30 days of the time the application is submitted for review by the board

    ● Applicants must be current with the City of Grand Rapids regarding all taxes, fees, charges or assessments

    ● Applications must include evidence that all necessary governmental permissions have been obtained

    ● If relevant, applications must include a copy of a survey performed by a certified CPTED specialist recommending improvements to be funded


Ongoing Projects

  • The North Quarter CIA assists in maintaining the bio retention islands in partnership with the City of Grand Rapids.

    The bio retention islands help to mitigate the effects of pollution. They are planted with special plants, trees and soils designed to filter pollutants like de-icing chemicals and vehicle oil from storm water.
